From what I understand from the manual, artillery units with the On Call or Counter-Battery orders should be able to carry out Counter-Battery missions assigned by the FSCC.However, in the Tutorial - Artillery Operations, neither the MLRS on Counter-Battery duty nor the M109 on On Call ever fired any CB missions provided by the WLR through the FSCC. Only when I switched the M109 to a Counter-Battery order did it actually start responding.
So how does the Counter-Battery system actually work in practice?

The Tutorial has a problem with target thresholds for the MLRS which are too high to engage the detected hostile artillery units.

Until we roll out an updated Tutorial, you can work around this at the start of the tutorial, by going to the Staff Fire Support form, tab Fire Support Assets, scroll down to the MLRS, click the FS Group C link, and edit the threshold for ART from 40 to 1 (ctrl-click the down arrow next to the number to reduce the value in steps of 10).
That will enable the MLRS to execute CB fire missions on the detected hostile artillery units if and when these get detected.
