Do AR ships need onboard supplies to repair ships? What about the other repair ships?

No. Unlike some other support ships ARs have no onboard cargo capacity to store supplies anyway. Overall, the process of repairing ships does not consume supply, so there is no need for any tenders to be loaded with supply when being used as repair ships for those types they have the ability to help repair.
