Just playing around with ideas...

The quality of the equipment used could have an effect on a battle. A ship built in 1985 might be in very different condition if the scenario takes place in a) a country that can afford proper maintenance in 1990 or b) a country that cannot afford proper maintenance in 2020.

I don't think this is built into the database.

It occurred to me that proficiency could be used to model this. For example, if a country has a reasonably good military but for some reason a mission has to include one of its oldest ships, something that was old when they bought it from the US, and now has another twenty years of wear-and-tear on it...could you model this by dropping the proficiency from, say, average to cadet? On average, it takes a little longer to get things done because the equipment is older, they might have had to emergency repairs at some point and things aren't working perfectly, etc. (The other ships in that side are all at average because they're relatively new and don't have the maintenance issues an older ship might have; it is only the tired old hulk that gets knocked down to cadet.)

Is this a good way to model this? Thoughts?

I was going to suggest the degree of damage of sensors, etc

But even light damage to a radar means it is not working at all. So, is it only important for the repairing time?

Lowering proficiency is one way to do it. I've never done it, but if lowering proficiency isn't enough, I think you can directly modify a units OODA values using Lua. You could also randomly fire events to damage components to different degrees using Lua.

You also could degrade magazine depth to a certain degree or remove some weapons completely.
