Depots T1

Is it worth building depots on the first turn far from the railway, in places such as Daugavpils, Polotsk, Minsk, Tarnopol, and others?

You do want to build depots early along lines that you know you will use......Minsk is a great example. You will almost certainly be building a rail line early to Minsk. There's no downside to building those depots in advance, only upside, so why not?

It's especially useful in hexes that do not have a railyard; building the depot will get repair started early on that railyard

Wouldn't it be better to save your AP points? Can I build depots at all key points by spending all my AP points?

I am also interested in the issue of assigning construction units to depots related to railyard. Do I understand correctly that if there is already a railroad, the AI will assign the construction units itself, and if there is none, then they need to be assigned manually?

On the APs, it's a good use of them, so don't worry about the expense.....don't go crazy with depots, but you need to spend the APs to build them. There aren't alot of other priorities with APs early, so you can afford it. Sure, there are some leaders in the HEER that could be replaced, but there isn't anyone awful, and at any rate you're winning combats easily at this stage. You can afford to wait on leader replacements a few turns.

On the Construction units.....the AI will sometimes assign construction to a railyard to repair, but it's not guaranteed...it's a bit random. I would spend the APs to attach to important railyards, like Minsk, to repair faster. Most of the time though I just let them auto-repair; railyards repair slowly on their own

Is it necessary to place the construction department on the same turn where the depot was built, or is it better to do it on the next turn?
