I've been seeing this in my last couple of games, and didn't give it too much importance before since it didn't really affected much of the outcome, but today I had one that became annoying and I can't figure out what is going on:

It's in range to its HQ, it's in range to its units, and the SOP doesn't have any minimum hex distance (it's set to 0). So I don't understand what's blocking the unit from continuing the move (it got to that hex and stopped, I reissued the order and won't move).

The D company tank HQ section unit, leading (I guess) three other tank platoon units in D company, refuses to close in with the enemy as it is ahead of the three subordinate tank unit who are supposed to do the fighting.

This behavior goes back to Southern Storm, if not earlier.

I see. One of the platoons is gone, the other two are stuck fighting south (the enemy is split between a group north and another one south). What would be considered ahead by the HQ unit in this situation ? Does it measure it in relation to the VP hexes still in enemy control ? (that would fit this since the north VP is still under enemy control; but Im just guessing here)

The unit considers its next move, closest or most significant threat, and the positions of its subordinates, ignoring VPs.

I cannot tell from your screenshot what the exact situation is.
