[1.3.3.6] Continuous Fleet suicide attempts 5k vs 32k Vordikar location

So I have a 5k fleet that really badly want to attack a location with 32k strength and does non stop recommendations to try it.
I thought this was previously fixed where fleets will also consider the other threats at a location instead of just 1?

Anyway, you can also take one of my Strike fleets from the same save and tell them to chill in Raid range.
They have 1k strength. They will *also* attempt to suicide into the same 32k Vordikar location.

This appears to impact other cases where fleets/ship attack things that have other things there which are not being considered in strength calculations.

I also want that kind of bug squashed for good. Seem every game I played have instances of this. It happens a lot less than it used to but I keep an eye on all combat notifications I receive because I expect it will happen sooner or later...
