1937 Marco Polo Scenario Resource Shipments?

I'm not sure if this is working as intended. I'm paying -150 MPP per turn for shipping resources back to Japan? Shouldn't it be the other way around? This leaves me with barely any MPPs.

Hi,
Yes it is working as intended.
The thought behind this is that at this point in the game Japan is getting ready for their Dec 1941 offensive. In fact, the IJA was ordered to make do with Chinese resources.
In game terms this is a nice balancing technique as Japan power may be increase too much by this point in the game. We can always adjust the amount to better fit the action.
