[No Repro]aircraft unable to land

I am using build 1776 and db514. I used scenario editor to convert to an airport to a single unit base.

When I try to land aircraft on this newly created single unit base the first 2 land but the rest are unable to land and just circle nearby. If I look at the air facilities of the base in detail it says that the 2 aircraft that landed are still on the runway completing landing but no matter how long I wait they stay there and don't more to a parking spot. As a result the other aircraft cannot land.

Seems to work here. x15 speed.
