New 1.16.03 update for Panzer Corps 2

Anyone else run into this? I'm having to re-download my PC2 into my new pc, and I'm being told I can't download anything past the 1939 module on without the new update, 1.16.03. And yet when I download it and try to apply it, it keeps saying it can't upload it BECAUSE I DON'T HAVE THE NEW 1.16.03 UPDATE!!! I've TRIED to download and apply it at least 7-8 times, with the same result every time! Any ideas, people?
