No surrender at 0% bug?

Playing as Axis against a friend and the UK has not surrendered on 0% national morale. Is that right or is there a bug?

Japs took India in Dec 46, causing UK morale to drop to 1%. Sank an aircraft carrier and took Nepal in Jan 47, dropping UK morale to 0%, but they did not surrender at the end of the Axis turn. Instead, UK has taken another turn and still not surrendered. Now Axis doing Feb 47 turn (see attached).

Is there any occupation of the UK home country in any capacity?

Just confirming the code and what needs to happen as a second part of the NM reaching zero, is that the engine needs to decide who to surrender to, and without any occupation of the UK home territory, there is essentially no occupier to transfer the surrender to etc.

No Axis units were in the UK at the time.

A combined Axis fleet sank a British battleship in a South African port 2 or 3 turns later, and then the UK surrendered to Japan (so I presume a Jap carrier got the kill shot) - still no units in the UK as Germany desperately fighting Russians at the gates of Berlin and also containing Canadian/British units around Cherbourg to prevent the fall of France.

After British surrender, reducing Cherbourg defence to one Canadian unit, Germans able to transport into the UK, and Japanese air able to operate in.

Related to this, the US had "withdrawn" from the war in early 1946 and re-established the maritime exclusion zone. However, it rejoined in late 46. How can that be? It did not surrender, so was not occupied, so not liberated.

I'll look into the US situation, but for the UK, there are territories in the Pacific that belong to the UK proper, e.g. Nauru, Fiji Islands etc., so if Japan had occupied any of those (as examples), then that would be enough to transfer the surrender of the UK to Japan.

This is because the scripts set to fire when the US is neutral are firing again. It's not something that is easy to prevent unfortunately, though I will have a think about it.
