Automatic assignment of AI construction battalions to cities

I experimented with the ban on auto-relocation of support units and noticed that the AI still assigns a construction battalion to repair the railway in the city. Does the AI spend administrative points on this? What's the point of assigning the construction part to repair the railway in the city yourself, if the AI does it for you? :(

Cities with damaged railways/ports supposedly get automatic prioritized, see the manual.
