[1.27c] Can design and build propeller aircraft with just rocket engine technology

If you discover and research rocket engines, you can designa and build a propeller aircraft even if you didn't researched that technology.

In attached savegame I've not researched propeller engine but I researched rocket engine. You can see that there's a blueprint for a propeller based engine and I'm designing one of them. Next turn it will be ready (I forced 100% of BPs to model design).
