CP opted for an "East First" policy and did not invade Belgium. Britain is neutral initially, but the Entente is using British ships in the Adriatic to scout Austrian ships and shield French ships from attack. There should be some penalty for doing this. No neutral nation is going to actively support direct surface ship combat and blockade another nation's fleet. This should reduce Britain's readiness to go to war (public opinion), or more realistically, cause diplomatic penalties that pushes Italy towards the CP.
