Would the presence of partisans relate to the strength of the garrison in a conquered country?

Page 44 in game rulebook

Partisans—Each country has a partisan value. There are two types of partisans: saboteurs and partisan
units. Saboteurs damage rail hexes. Partisan units are spawned on the map. Partisans only affect
countries in which their owned territory is now occupied by a country they are at war with. Any unit
protects against saboteurs in their hex. Any land unit will protect against saboteurs in their hex and the
surrounding 6 hexes. Major powers or countries with scorched earth will generate unit partisan in
addition to saboteurs. Unit partisans may not use landing craft. Unit partisans units can’t spawn if within
5 hexes of an enemy land unit.

It seems that USSR units do not protect against anti-USA partisans. (But maybe some other reason?)

I picked up (aka conquered) Persia with the USA and I wanted to keep the southern lend-lease route open. But apparently I need to use USA/UK/Canada units to screen the route as USSR troops are not doing the job. Or maybe it does not work over borders? Or the unit has to be in the partisan country?
