Connection Error -5 - unable to upload turn to PBEM server

I bought War In Europe, WWI, and American Civil War versions of Strategic Command during the recent Steam Sale.
I bought copies for a friend as well for PBEM play.

I played and uploaded my turn for Civil War.
But my friend is unable to upload his turn. We've tried several times, including resigning and restarting the campaign.
Always get the following:

Connection Error -5
PBEM++ Server Communication Error.

Searching the forums seems to shows this is fairly common issue.
I know this is an older game now.. but the servers must be running because my turn seemed to have been uploaded.

Anyone know what might be happening?

It's not game specific, and could be a server issue. The best people to help are support@matrixgames.com so if the problem persists, please send them an email with the details and hopefully they'll be able to fix it.
