Let's say that I have reinforcements due in 40 mins. However, it would be cool to have the chance that these reinforcement are delayed due to unpredictable causes (roads clogged by refugees, misunderstandings...)

In practice, it would be cool to have a system that simulates unpredictability. Reinforcements can arrive...

70% after 40mins
20% after 60 mins
10% after 80mins

Even cooler would be to have unpredictability when something dire could happen. The basic example is the use of NBC weapons. The WP has them. Will they use them? And then you put in a percentage of possibility (based on the overall narrative of your scenario).

Maybe this opportunity is already present in the Scenario Designer and I missed it. If not, it would be a very welcome addition in future versions.

Not at the moment. We do want to add a scripting system to add event support for those types of items and others. You can alter the time and locations via different battle plans, and as long as you are on random selection, you could have different times and locations for the reinforcements.
