Which Leader rolls in combat?

Regarding the issue which leader does the finalCV rolls when multiple HQs are involved in a combat.

Setup:
The max CV achievable if all rolls succeed is ~398CV [255x1.25x1.25 and succeeding in the "/2" rolls].
The 14th Mot. has 80MOREX while the 20th has 75MOREX (to make sure it is always the same Leader "shown"/"leading".
The scenario is modded so that noone shoots and the Divisions only contain 31slots filled with Mot. Rifle Squads and one with Support.


My interpretation:
Each Leader rolls his own unit's finalCV.
The big difference between the 1 Mech tests is the "/2" roll, which 2 times failed and one time didn't.

Scenario:
This is the test, see in the South.
It's the setup with "1 Mech", you have to change the two leaders to 9 to test the other setting.
