Unable to transfer my planes to China

I was surprised to find that I couldn't transfer my planes from the United States or Great Britain to liberated China. Not being able to do so was an additional difficulty in conquering Japan. I had to transfer my planes to India or Burma, I can't remember which, and then carry them by hand, turn after turn, to China, in order to be able to bomb Japan.

Sounds about right. I think China is an uncooperative Ally.
