B1776 Hind circling instead of engaging with gun

In this scenario, a Hind helo (Capstone 2) with A/G strafing (Gun) set to Yes, is not engaging nearby targets but circling.

Manual engage window, it is not far away, I think it means. So why is not automatically getting some distance and then attacking?

Capstone 1 depleted all the weapons included gun and is RTB.
