Strategic Movement Bug

I have been playing a game as Nationalist Spain. Very fun, enjoying the game immensely. However, there has been an error that I can't seem to fix. Specifically, in the east of Spain I have a powerful column of troops (by AV) stuck in packing/unpacking mode, and changing the mode to move or combat does not seem to change the "packing/unpacking" status. Waiting, likewise, does not seem to affect it. It will change between "Packing 1 Day" and "Unpacking 1 Day", so I assume somehow the game thinks the attempt to change Ops mode is telling it to take the train. Perhaps what I need to do is leave it alone for a few days and see if the strategic move mode runs itself out.

However, recently (in game Sept. 9th, 1936), I have been fighting the Republicans near Barcelona, and it's been going alright. Except, one of my stacks inexplicably set itself to strategic move. I know I didn't set it to that movement because I had grown a little frustrated with the movement mode being inefficient. Do you have any suggestions about this, or am I not understanding when the game imposes such movement? I have found nothing in the manual that indicates that strategic movement is mandated by the presence of enemy troops or due to the outcome of combat.
