Attack on Persia by Russia

So, my latest PBEM opponent declared war on Persia as Russia and he received 2 Corps + 1 HQ.
This is some insane gamey move allowed by the Algorithm.
Can someone explain the logic of it? I meant the decision which awards free troops, not the move perse.

Can you explain a bit more, e.g. are these Russian units, and where have they deployed?

What is the status of the Ottoman Empire, and has that changed recently?

It is early game (Turn 2) and Ottomans are about to join the war, the Russians spawned 2 corps and a HQ somewhere near Baku, is what i could spot in the replay.

Assuming you're playing the 1914 Call to Arms campaign, there is a script to deploy one Russian Corps at Baku in August, but this is standard. There are no scripts to deploy Russian units in Baku should Russia declare war on Persia.

There are also some scripts to deploy further Corps and a HQ in the area at player discretion via DE 401, and they could in theory deploy at Baku, but only if their other deployment areas in the Caucasus are blocked by the presence of lots of units, which is extremely doubtful.

Given that your opponent has declared war on Persia, the simplest and only reasonable theory is that your opponent has deployed or operated further units there.

Perhaps ask them?

he operated a HQ, 2 Corps and a Cavalry to Baku. I chatted after the game.
