PBEM turn resolution is not deterministic (turns are rerollable)

In my pbem I tried rerunning a turn and got completely different results both times. These do not seem to be purely visual but real, as the supply consumption/presence at a base changed. It seems to be a seed error based on the logs. My opponent has had a "anomaly detected" error popup every few turns as well if thats relevant. Below are the differences in the supply and the two saves, the one I sent to my opponent and the one I received.

I am not an expert on this issue but if any orders were changed, then the turn will execute differently and different supply amounts may be consumed, delivered, and/or received.
Seek peace but keep your gun handy.

I fixed a synch issue for upcoming release. That should fix it for future turns.
The only responsible person. (Unless I can frame someone else)
