Another Supply question

I try to understand how supply works but here I don't understand why the supply drawn from Oslo is only 23 while the air unit at Oslo require 26.

Apparently 2 more supplies are drawn from Stavanger and 1 from Bergen.

I know also an effectiveness modifier exist giving a discount. But we don’t know how it works.

But I still don't understand the way the V FliegerKorps at Oslo is resupplied

Very sorry, I didn't see your answer. yes...it is pulling the right amount from different ports. But I find it weird, why not all from Oslo which has enough supply
