Hue#1 scenario :moving Marine mortar units and scrolling issues

In the Hue #1 scenario, I am playing as the Marines/ ARVN.
First, the Marine mortar units cannot be moved toward MACV as they are stuck in the Barracks Complex area. It says that is cannot cross the river without a bridge when there is no river.
Also, maybe the sensitivity mouse needs to be calibrated better. I have it set to scrolling edge and it begins to move too easily in the unit list screen. I am constantly having the adjust the screen back to the map. Thanks

I'm looking at the scenario and can't pinpoint where you're referring to.

Seems that everything can move OK? Try moving individually maybe? I'm confused why they aren't moving for you
