New units empty of devices

Some units appear too empty of devices.
Some of the units I have receiving lately are quite too empty. They refill fast with RSVs and stuff, but still…

The unit is just forming up. It has a leader, a cook, a baker, a supply clerk, a maintenance clerk, a personnel clerk, a first sergeant (if those units had those) and so on.

Give me 10 or 15 support devices and i would be able to "deploy" a full division.....

The new unit is just "filling out" so it will need replacements and also some training to become more effective.

I have no problem with this mechanism; it's how it often works IRL. You have to manage it and check that you have equipment in the pool

That's also why you can re-build basically any unit that is destroyed. The downside is that it comes back empty with no experience at all, so it takes available devices, and time, to fill-out
