What happends if USSR and Germany do not Annex the Baltic States?

1. Where and when are the troops supposed to be deployed around Rostov go?
2. What is the effect when Germany or the USSR declares war on a Baltic State?
3. Are all cities captured with supply intact?
4. If Germany DOW a Baltic state, what is the effect on the USSR's readiness?
5. Can Germany plow through all three Baltic states w/o USSR going to war?
6. Other considerations?
