Modding Scenario - will AI play along?

Have tried to search for an answer regarding this, but seem to come up short. So hopefully some with a deeper knowledge of the game will be able to help.

1. If I make a scenario, say based on DaBabesLiteA, where I use the reduced cargo capacities from BigBabes C and play around with industry inputs and outputs, will the AI abide by those changes or will it "cheat" to keep things going?

2. I know the AI "ignores" stacking penalties, but does it also ignore garrison requirements?

Pretty much always as far as I can tell. But then they state that fact upfront in the rules manual.

Seems so, yes. Garrison requirements were likely a feature that was taking too long to program or more likely was deemed too much of a handicap on the AI's limited offensive capabilities.
