Static Unit Does Not Unlock

Nationalist Campaign - 29 January 1937 (Turn 196)

Ops report contains this message, but the unit remains static.

"Ground unit Com.de Ifni Division de Infanteria at 20, 212 ready to accept orders"

It has two static Ammo Depots and 20 static Stationary Sets. That is not going to be easy to move.
Seek peace but keep your gun handy.

It is static for now,
On 15.6.1937 it can change its TOE.
(you have to look at TOE Change, that is a fairly common way I have handled changing a static unit to a mobile one).

And it will become the HQ of the 151st (Army of Africa) Division.
