It appears that there are no replacements available for Soviet Air Units. Is this WAD?
Example: Here is a I-16 Type 5 Mosca unit. It needs planes! But none are available on this screen as replacements (it's not a supply issue at this hex; Spanish units are able to get replacements:

...there are plenty of I-16s in the Republican Spain Pool. 74 in fact. There are no Republican Spanish Units right now, however, that can use this type. They are sitting there unused:

The USSR pool is completely empty. There are no replacements available:

It appears that all the I-16 Production is dropped into the Republican Pool, where the USSR cannot access it.
Is this working as designed? Or should Soviet units be able to access that pool of aircraft?
