I wonder if an uninterrupted rail line is required for the USSR to receive the +5 production through Persia in case Persia is Allied occupied? In this case Persian Axis leaning partisan saboteurs can mess up the rail lines but it seems that the +5 production is received regardless of the saboteur work?

I think the +5 is just added to the USSR production regardless.
If I am reading the event correctly once the rail route has been established the production is added to Russia.

Trying to keep saboteurs out of Persia would require quite an army of units which honestly takes away from the game play and would be unattainable. And likely they would rarely if ever receive the production.

All this is similar to Spain providing 5 PP to Germany regardless of rail being disrupted and the lend lease from the US to the UK.
