[v1.30] Mysterious +30 Skill Feat Bonus

All the leaders now have a skill feat bonus of +30 for Administration, Diplomacy and Operational Command, when v1.30 is loaded.

The following image shows v1.27f2 on top and v1.30 underneath. Both are from the same exact save file.

Its not a bug. Its a fix. You must have Regime Feats with the Mertiocracy Profile, right? Some of them give Skill Roll bonusses. These are now displayed
