Question about accuracy loss settings (in editor)

Question about accuracy loss settings (in editor)

The setting of "Accuracy loss" is placed in Research windows (cf attached image)

It should logically be in "Combat data" windows

Is there any reason for this ? (in other terms, is there any relation between "accuracy loss beyond the range" and research ?)
