How can I transfer corps/army HQ from Western Europe?

Even if you have the "Enhanced Player TB Control" option enabled, if a HQ indicates "Unit Locked in the Theater Box," it's because the scenario prohibits moving that theater's command structure to the Eastern Front, usually to maintain historical accuracy. Typically, a purple color at the top indicates that they cannot be moved and are locked in the Theater Box.

Color Code:
- Orange Background (Garrison Deficit): The orange color indicates that this unit is essential to maintaining the theater's defense value. If the garrison value falls below 100%, the game marks the units in orange to warn you that the units are necessary for the minimum garrison requirements.

- Purple Background (Locked): The unit is locked. You cannot move it to the front or anywhere else because the scenario prevents it.

- Standard Background (No color): The unit is ready and operational. If the Theater Box control allows it, you could transfer it.
