MPP Collection Industrial Technology/modifier bug?

MPP Collection Industrial Technology/modifier bug?

I'm making a custom scenario, and even though I set all of the USSR resources to have 0 MPP Value / strength point
industrial modifier = 0 and industrial technology research to 0 they still get 1900+MPP per turn...

Please tell me if there is something else that could affect MPP collection or is this a bug ??
I have no supply scripts or anything that could give USSR extra MPP's...

(I have quite a large amount of resources on the map, hopefully resources don't suffer from the same 127 max limit as units do)

If anyone's wondering, captured resources uses the opponents MPP value settings, and captured resources are ignored by the industrial modfier setting.

In my case USSR start the game with half the map captured, that's why they get a lot of MPP even with all settings on 0.
