I think the air range circles might be inaccurate in game. The sub is within the fighter's circle yet it cannot attack it. (UK and Italy at war, weather is OK, fighter is 20/20, 99% readiness, there is plenty of oil). But if you count the hexes it is exactly 9 hex away from the plane (or 10 if you count the base of the plane)

It would be great if the circle were accurate i.e. if a hex is completely within the circle then it is within range.

It's a rough estimate because it's a circle and not lit up hexes.

Based on everything you are saying and showing...

It should be able to attack. Not that it will hit but still should be able too.
