also happens to a float plane

That is because the top one is the mission that you have selected on the left.

RangerJoe is correct.
The 1st mission in the assignment column is always the main mission, the missions below are a side mission.

By splitting the % between side and main mission you can switch a part of your naval search planes to some other main mission with just 1 click.

For example, I use to set it 50 / 50 between main mission and side mission "Search"Then I can quickly set half my planes to ASW or recon or whatever I need that turn and assign them back to search after that.
The only responsible person. (Unless I can frame someone else)
