Draw supply to a port

Scenario notes say:

"may not draw supply to port"

Does this also mean that there is effectively no port there? So no troops can embark or disembark?

I noticed it with the one I marked but all of them are worded similarly.

If the Allies control Jaffna or Colombo Japan can't get supply to India's West coast.

Basically you have to control Ceylon to have supply in West India.

That part is clear. I can land and occupy the port. I can also give supply via ships as long as they are on the beach. However at the moment (without taking Ceylon) I cannot seem to be embark or disembark in the port on the West coast of India. Which seems odd as it has nothing to do with supply, the port and its facilities are still there.
So is it intentional or a bug?
