Turn 16. Mar/Apr 1942. Axis #3. Impulse Planning.

Germany – Land
1. In accordance with GER-WAR-119, the launch of Operation Barbarossa is deferred this turn due to rain in the arctic, which fails GER-WAR-119 (a), & given the next axis impulse will be #7, which fails GER-WAR-119(b), even with fine in both the arctic and north temperate.
2. Even with fine in both (arctic & north temperate) this impulse; the launch of Barbarossa would have be delayed because of the USSR conquest of 2 additional Japanese controlled RPs (4 total) in Soviet Asia last (allied) impulse.
3. This conquest by the Soviets will allow Japan to force a peace with the USSR at the end of this turn.
4. Since, the USSR is only at war with Japan this peace will require the Soviets to move all Soviet MIL and reserve units currently on board and in the production circle to their reserve pool.
5. While these units likely will be called out when the USSR comes to war again (e.g., with Germany), they have to be placed as reinforcements (i.e., in a Soviet home city); but face down (i.e., disorganized).
6. Because they cannot be placed outside of the USSR (e.g., Eastern Poland, Baltic States), a very significant part of the Soviet forward defense vs Germany will simply vanish.
7. The Soviets have 15 armies, 1 corps currently on the map that will have to go in reserve when/if they come to peace with Japan.
8. 13 of those 16 armies/corps are on the Eastern Front!
9. Germany successfully “negotiates” with Japan to force a peace with the USSR so that they may launch Barbarossa against a neutral USSR with their Eastern Poland & Baltic States forward defenses mostly stripped.
10. FYI – Bletchley Park decoding Enigma, US decoding & reading Japanese military and diplomatic messages and Stalin’s spy, Richard Sorge, are providing high level Soviet, UK and USA leaders a pretty accurate picture of all this and may (during the next allied impulse) have something to say about all this “palace intrigue”. Back to Germany …
11. Eastern –continue prep for [now, next turn] launch of Barbarossa.
12. Western (& Balkan) – review Reich A/D & anti-partisan garrisons
13. Atlantic – no searches given high level of risk.
14. It’s better to wait until the odds are more favorable; especially given the arrival of 4 U-boat flotillas, giving Germany 7 total, and 1 It sub Gp (6 total) at the beginning of next turn.

Italy – Land.
1. Debark LBA Terr, It 3rd inf div to Sardinia & Corsica and “optimize” defense of both; especially given the UK 2nd inf div amph threat currently in the Italian Coast[4].
2. Review & optimize Italian air defenses (vs allied strat threat).
3. Review & update North and East African defenses as necessary & feasible.

Turn 16. Mar/Apr 1942. Axis #3. Impulse Planning.

Japan – Land.
Asia
1. Japan will force a peace with the Soviet Union at the end of this turn.
2. So, against Soviet forces in Asia, Japan will position to hold all current hexes (e.g., Seoul) and ensure all currently controlled RPs are properly screen and get to Japanese controlled factories.
3. Capture Iron (Larut) & Rubber (NW1-Singapore) RPs and confirm shipment to Japanese controlled factories.
4. Capture Hong Kong & ensure naval/air base at Canton is garrisoned (i.e., covered by Jp ZOC).
5. Terauchi HQ-I & 1st inf army move toward Changsha, which goal of taking city and destroying remaining Nationalist units (i.e., Cav corps & div) next axis impulse (#7) if fine in north temperate.
6. Terauchi allocated D3A1(2), Ki-30(1) ground support this turn, and at least 2 additional GSF if assault must wait until next turn.
7. Organized forces of Yamashita’s Army Gp will (a) break isolation of flipped 23rd inf army (b) form solid FLOT from 23rd inf (north) to SW1-Tungkwan in Tsinling Mts (south).
8. Yamamoto Army Group forces will move east with goal of linking up with Yamashita forces and supply line with the objectives of maximizing units that remaining organized, capturing Ankang & (more importantly) garrisoning, and screening as necessary, Chungking & Chengtu.
9. Yamamoto will also keep/position forces that maintain an axis of advance against Tianshui to Lanchow to Silk Road from the south.
Pacific
10. A heated debate between the navy and army at Imperial HQ in Tokyo centered on supplying and saving IJN bases at Truk, Kwajalein, Saipan & elsewhere in the Marshalls, Marianas & Bismarck Sea.
11. The navy lost the debate!
12. While supply to the unoccupied but critical (i.e., objectives) naval bases at Truk & Kwajalein; it was estimated that only 30% or less supply could be maintained through next (allied) impulse, which (i.e., USA) is in position to take said bases/objective if unsupplied.
13. Through end of the turn, this drops to 15% or less just to supply an unoccupied, and UNDEFENDED, naval base.
14. Therefore; these bases and objectives were written off as outside of the IJN eastern Pacific defense barrier.
