Air HQs and Air-groups

War in Spain 1936-39 is the first in a new wargame series, using a new Land-Sea-Air engine inspired by War in the Pacific - Admiral’s Edition. Gameplay and realism are improved by TRUE AI and a detailed Logistics systems. A hyper detailed OOB reaches down to battalion and company level. A beautiful, hand drawn, 5 nautical mile per hex map massively increases player immersion.

Air HQs and Air-groups

1) The game manual says:
7.14 Air HQs and Air Missions
Air HQ’s will help air operations within their Operational Radius. The
air skill of the HQ leader will give certain combat benefits to attached
groups.

But in the game the air-groups are Independent, you can't attach them to Air HQs like in AE.

2) How does the effect of Air HQs (or other type HQs) work if air-group in the radius of more than 1 HQ?
E.g.: Republican Main Air HQ in Madrid (leader has Air skill 59) and other Air HQ has lower level (regiment) in Getafe (leader Air skill 61).
What the effect the air-groups gain if they are in the radius of both HQs? Does it stack? Or works only higher HQ? Or work only highest Air skill? What if air-group is in the radius of the same level AIr HQs?

The game manual says about useless terrain in WIS (like Jungle), about the economics and production which isn't in the game but pretty silent about such things like HQs.

Somebody made the spreadsheet about Leaders for WitP:AE. How actual it for WiS?
