No, Corsica is not counted as part of Metropolitan France. Been but by that one before in Vichy creation.

True. Nonetheless for the purposes of entering Metropolitan Vichy France and making Vichy France hostile to the entering Major Power, Corsica does count for that.

If no ports are available for BBs and the CV (if still on the map) then Free France has a higher likelihood of getting no minor country and thus being conquered, with only Vichy remaining.
