Tides of War Scenario #1 Issue

I'm working my way through Scenario #1 of the new Tides of War campaign, and I noticed an issue:

At a certain point, the player is informed of a Real-World SAR emergency, where a civilian ship issued a distress call, and are ordered to dispatch ships/aircraft to rescue the survivors. Part of this message states that the restriction on vessels leaving the Exercise area has been lifted.

However, I realized to my frustration that the OPV that I had sent as part of the rescue effort was still causing scoring penalties for operating outside of the exercise area.
