I bought Tides of War today.
Unfortunately, I can’t install it.
I’m being asked to install version 1.09.1825.15.
But isn’t version 1.09.1825.15 part of Tides of War?
Where can I get version 1.09.1825.15?

Go to the downloads sections on Matrix cmo page. It's the newest dated download.

Open website button on installer will take you right there.

am I supposed to buy Tides of War a second time?

I don’t think the update has been refreshed in the last 30 minutes

go to your mypage tab on the site and it will list all the modules you own. Under the CMO game you will see "File downloads". Its in there.

I’ve downloaded Tides of War again.
I’ve got the file dated 16 March, and when I try to install it, I get the following message, etc

You need to install the patch first.

Strangely it has not been announced.

It would be easier if the correct file were made available for download on the Tides of War page.

It is. But for CMO, you specifically have to opt out of beta to get the latest stable version.
