[1.30a] PBEM "Resign" Option Does Not Work After Alliance Victory

In the current PBEM game, the “Resign” option is not working properly. The game has technically ended because three players entered into an Alliance. However, two players want to continue playing despite the victory screen, while the other two do not. They therefore decided to withdraw by using the Resign option. Despite this, the game simply ignores their decision and does not hand control of their empires over to the AI so the game can continue without them.

it was never intended to be used after the game being over. but you are right. i will change it none-the-less for the next patch. coming soon.
