Design study on first turn requires restart?

I did a design study on the first turn. It apparently deducts immediately leaving me in the red and unable to go to next turn. Reducing any and all expenses only reduces income for next turn? So, no way to get out of the red, no way to end turn, requires a restart?
Is this a known bug?

No, you should have had a warning.

A design study requires a one-off fee that is payable in advance.

It doesn't affect your monthly income.

You can advance the turn even if your account is in the red; but this is a bad idea unless you have sufficient income to put yourself back in the black. E.g, a balance of -1,000 after buying the design study but an income of 2,000 would leave you a balance of 1,000 before any unexpected spending.
