1.31 logistic points not getting to buildings

New game under Republica, no or very few logistics points are getting to my starting oil well and agricultural domes, leaving me with a food and oil deficit on turn 2+.

It is a long standing, but rare problem. Its a bad roll of the dice, with your Asset being badly placed within a huge Zone.
Not ideal. But it sometimes happens.
I have put this on to-do list for when i retouch random gen soon.
