Heavy Equipment unload problem

I've got a prob w/ sea transport unloading - I unwisely allowed several Brit & Aus AA & BF ground units to upgrade to the 'Improved CH Radar' device, it has a load cost of 120. This cost is increased to 360 b/c it's classed as Heavy Equipment and is subject to a 3x load cost penalty. I can happily load the device to an LST (Landing Craft or Amph TF type), but they won't unload at a size 3 port!
I'd be grateful for any suggestions - should I use a different ship type, different TF type, or increase Naval Support at the destination?

Try using the LST in an amphib mission, it should load/unload fine.
