Fleet exercises: any use?

Can anyone tell me what is the benefit of fleet exercises, and whether they're worth bothering with.

I've never run one, due mainly to not being able to afford it because politicians. Should I try harder?

I have not tryed on, I usually stumble into war poor quality.

AFAICT, a Fleet Exercise is treated like a real battle for the purpose of experience, so may just boost your ships that 1 quality grade.

It'll also boost tensions, hiw much depending on how large and exercise. Half a dozen DDs, almost no effect. Half a dozen BBs and supporting units.... you can simultaneously boost your training and force a war.

Do it for YOU, the player.

Can your ships hit anything? Would their armor may as well be made out of butter? How are you going to integrate air ops when you get there? How capable are you aircraft? Do you understand the battle UI?

Try to learn stuff.
