Is there something that triggers Turkey joining the Axis?

One way to know is to open the scenario in the editor, under File click Dump Scenario - save it as a text file, open that file and search "Turkey".

You should find what triggers their entry as an event - but you're sacrificing the surprise. Sometimes its better not knowing exactly what is required.
If you're STILL making Panzer IIs after seeing your first T-34... you're probably going to lose.
