Fuel Movement Issue/Bug

I don't believe the engine is properly moving Fuel from Ports to the Inland. I noted this before playing the AI:

Unless I am doing something terrible wrong, there should be fuel moving from ports that have tons of it, to places inland that doesn't

I don't think the engine is working properly, and this is endangering a PBEM I have a bunch invested in

I understand how to "Request" Fuel and Supplies, and was told the RR Units would do the rest....but they're not.

I think this happens to a lesser extent with Supplies, but it's not as noticeable because there is supply production all over the map, unlike Fuel

I think the LOGISTICS model does not work properly when there is higher unit density on the map

Here is an example: I have 62K Fuel at El Ferrol. The required amount there is 205. So, a very large surplus.

So, I decided to make it easy: I requested 20K fuel at Lugo. Lugo is only 10 hexes away by Rail, and has a RR Unit and Depot in it to boot. The result?

The campaign game is unplayable until this is fixed

Or is there something I am doing wrong here?

So, a couple questions:

1. Can we switch to Simple Logistics in the middle of a PBEM game?

2. If not, can this be addressed?, or

3. Tell me what I am doing wrong or missing

Also, not sure if it's related, but I noticed that Supplies are accumulating at Cadiz for no reason......514K and rising. There are areas inland that could use that stockpile

You can use smaller vessels to send supplies and fuel from Cadiz up the river at least to Seville but also to other bases along the way.
