USE chit for Japan. Resources to China selected and tension marker moved. No roll required, both 3 chits.
Axis win initiative 10 to 7 and get consecutive flip flop turns moving first with weather roll a 1.

Yes, they are indeed problematic. But I prefer to use partisans actively, and so does our Italian player so could you, please, edit the partisan to Balikpapan? Note 2: We have an house rule about partisans to encourage active use of partisans. I suppose we got tired to see partisans in remote deserts, and on remote islands.

That's new for me because I wasn't aware that a Palembang oil would be used for the Japanese trade.
